Supporting ICS transition to ICBs using a talent-centred approach

Purpose

The HR Framework sets out the need for a strong talent-centred approach to support CCG, ICS and NHS England and NHS Improvement colleagues impacted by the transition towards Integrated Care Boards (ICBs).

The Framework highlights that change should be managed in a way that demonstrates compassionate and inclusive leadership, recognises the importance, value and wellbeing of our people and enables the delivery and the recovery of services.

Our ICB talent approach has been co-created through regional collaboration with CCGs, systems and other stakeholders in the North East and Yorkshire.  In partnership with trade unions, NHS England and NHS Improvement Regional Talent Teams, ICS HR Directors, National Transition Partnership and NHS England and NHS Improvement HR and OD leads, it has been further developed to form a national approach.

The overall aims are to support our NHS people and mitigate the loss of leadership and professional talent during the transition.

Consideration has been given throughout to the sensitive nature of an individual’s personal circumstances and how people may react differently to the transition. Supporting both individuals and managers will be important to minimise uncertainty and ensure supporting conversations are held appropriately and respectfully.

This approach focuses on three key areas:

1. Understanding people’s career aspirations2. Deployment and mobilisation of talent (enabling people to do their best work)3. Career management and planning for future roles
Compassionate and inclusive career conversations to be held to understand:
 
1.     Aspiration – The kind of roles individuals are interested in
2.     Support -What support is needed to retain our talent and maximise opportunities
3. Retention of high-risk leavers – How taking a talent approach can aid retention of our talent
Purpose is to understand:
 
1.     Diversity – How we can improve diversity wherever possible
2.    Capabilities – Supporting leaders to understand new leadership capabilities
3.     Deployment and mobilisation of talent

Career management support will be offered. Purpose is to:
 
1.     Provide a range of targeted support to individuals through a suite of development interventions
2.     Enable a positive culture of self-directed learning and development, focusing on career planning
3.To recognise the core support offer available across the region

These principles provide opportunities to; support diverse and fair appointments, understand career aspirations, highlight employment opportunities, enable career development and inform operational planning.
